Other than the shiny Entei and Suicune, I don't think there've been any more Wi-Fi events announced. I know there are Celebi events coming up (or already started) in various countries, but they're in stores rather than over Wi-Fi. Hopefully there's one near you, and if not, then I'm sure there'll be people willing to get spares and trade :)

Uh... it was preinstalled on my phone (HTC Wildfire with Android 2.2), so I don't know if it (or anything similar) is freely available in general, but it's just called Wi-Fi Hotspot. Sorry for not being more helpful!
