1. For movesets, I would advise waiting to evolve a pokemon until it learns certain moves. For example, had I realized only Chimchar learns Flamethrower, I would've waited until then to evolve him so he knew that very valuable fire more. However, my Infernape still works just as well, so ymmv. Depends on how soon you want specific moves.
2. Nope, EV gains are the same amount no matter the nature. It's the natural gains based on IVs and base states that Natures change.
3. I'm not sure on that, tbh. I've only seen mid-20s stat gains in a single level, but I wouldn't think it's impossible.

Just to add on to this comment - while it is possible to have a maximum of 255 EVs in each stat, 4 EVs equals 1 stat point at level 100. Since 255 is not divisible by 4, it is useless to put 255 EVs in a stat. 252 EVs is the maximum that you should put in every stat, because that is divisible by 4 and would give you the same 63 stat points that 255 EVs would also give.

So if you're intending to max out the EVs of two stats, don't put 255/255 into both stats. As aforementioned, put 252 into each stat and the remaining 4 into another stat (usually HP if it isn't one of the stats already maxed). Pretty insignificant overall but you never know when that extra 1 HP may come in handy. ;)

1. It depends completely on the Pokemon. Some Pokemon there's no point in holding off evolution, because it learns the same moveset no matter what. With Pokemon that evolve by special means, or certain things like Shroomish or Trapinch, you may want to hold off on evolving until they learn a certain move that they can't learn later.

3.Usually when you start training from higher levels, you can see a more noticeable stat gain since there's a narrower spectrum to spread the EVs gained.

4. Sp. attack - there's a pond in the Ilex forest with only Psyducks(1pt) and Golducks(2pts).

You can call trainers for rematches as well at certain timings. If you know what Pokemon they're using, you know what EVs they give(and get higher exp points than wild ones).
Eg, on Friday evenings, Hiker Anthony on route 33 is available for rematches. He currently has a Graveler & a Machoke on my game in their 30s. So I know I can get 2 defs & 2 attks every time. And I call again & again for the next hour or so.
