This. Raichu does not learn any new moves by leveling up, so whatever your Pikachu has before evolving, that's pretty much what you'll be stuck with.

Well, you'll be stuck with those moves unless you decide to use TMs, but i prefer not to use TMs unless i absolutely must.

I evolved mine as soon as it learned Thunderbolt. Then I taught it Flash, Attract, and Dig with TMs. It's my best pokemon! xD

I'd do it at level 45, 'cause that's when Pikachu learns its last self-taught move at that level (it happens to be Thunder). However, if you don't want it to learn Thunder, evolve it earlier. xD

But, yeah. I'd evolve it at/after 45. :D

It's hilarious, I know. I try to save for times of "OMG!!! OUTRAGEOUS!" moments, etc. xD And of course when people are down, 'cause it's hilarious. xD

I usually evolve it after Thunderbolt too, since Thunderbolt can cook pretty much anything in the game, even if it's neutral to it. On Raichu, usually the only other move of its that I'll use is Thunder Wave since it's great for crippling opponents.
