According to Bulbapedia, you can catch one of the three legendary dogs in LeafGreen and FireRed after you get the National Dex. Whowhatwhenwherehow?! I've gained my National Dex in that game before, but I never noticed anything about a big fast dog starting to run. How do I know it has started, or will I just have to wait untill I encounter it to

It works the same way as it did with Lations/Latias. It appears randomly after you obtained the National Dex.
It's a question of luck.

i didn't even know it happened the first time i played through FR i was like WHAT THE SHIT when I ran into Raikou xD

Yeah, the legendary Beasts appear the same way they did back in Gold/Silver/Crystal. After you beat the Elite 4, one appears randomly in the Kanto region depending on which starter you picked. Entei for Bulbasaur, Suicune for Charmander, Raikou for Squirtle. Latios and Latias appear the same way in Ruby and Sapphire for the GBA.

Here's the thing, once you see it, that's the only chance you have to catch it, so you outta use a Masterball for that. If Raikou or Entei use Roar on you, adios to them. I think...you can't use Mean Look on them to prevent them from running away.

Err, I'm pretty sure that's not true, or at least it hasn't been for any other of the fleeing legends. I think I remember seeing Entei multiple times.
Also, you should be able to use Mean Look (or Wobbuffet's Shadow Tag) to trap then. They'll attack you then of course, but you can whittle down their HP for the next time you see them.

Would Dugtrio's Arena Trap ability have any effect on them? 'cause that'd be awesome.

Yep, that works too, although Dugtrio is going to be in danger from Suicune, of course...

Which one you run into depends on the starter you chose in the beginning. I chose Bulbasaur and ran into Entei.

Yeah, I know. You run into the one your starter would have a type disadvantage against.
