[Most of the island had been sleeping, as it should have been; the immensely early hours of the morning weren't suited to many. Cyrus wouldn't have been sleeping even if today had been normal; given the fact that it isn't...
The darkness of those early hours had provided more than an adequate cover for him to accomplish what had been required; the place he had selected was not entirely secluded in the fact that it didn't have as much cover as he would have liked, but he was willing to sacrifice cover for a clear spot in which he could see things in the immediate area just as well as they could see him.
There were hills, he had seen, between the CMA and Aurora Forest; it wasn't Spear Pillar, but it served the purpose well enough. It also lacked the spiritual energy of Spear Pillar, the essence that kept the Red Chain active; Cyrus had worked with what he had, and what he had right now was a clear spot and a dark metallic device strapped to his forearm, as well as a few electrical devices laid out on the ground, compact but powerful enough to serve their purpose.
The place crackles with energy, those devices on the ground coming alive as he makes his rounds, checking and setting them; the rest of Team Galactic had been sent any final orders the evening before, and had been given a specific time that morning at which they should be present.
As such, they should be arriving any minute now; when the sun begins to make itself visible over the horizon, staining the sky overhead with shades of red, he takes it upon himself to start. Best to keep this to as few casualties as possible; if something isn't right with the capture, he can't guarantee the outcome.
Those devices on the ground emit a sudden, sharp pulse, loud and crackling, causing enough of a disturbance to make his presence known to those in the surrounding area. There's no point in hiding anymore, not with the creation of his new world at hand; the blast is intended to flush out the quarry, and he'll keep it up at random intervals until he gets what he wants.
Arceus is present on this island; that much has been made plain over the last month; let it make itself known.

The second is for the inner circles. Here there be commanders, guys - feel free to battle to your hearts' content. Commanders, you have your orders, and you have been encouraged to go no-holds-barred. Opposition...they are probably going to be a bit ruthless. Have fun with that.
The third is essentially World Creation Groundfloor; Lucas and Yellow are both here, as is Cyrus himself. Cyrus is going to be attempting to capture and use Arceus here to create his ideal world - we obviously can't have that, so this is where you engage him directly. An Arceus has been designated already; I ask that Cyrus not be engaged or threaded with until contact with that particular Arceus has been made. Stick to trying to slap his commanders around for now.
Edit: For the sake of reference, because I was stupidly unclear - feel free to move between the tiers! You aren't required to stick to one if you are not required to do so.
