[Well, the consensus is generally that you can ride them when the world is in danger... or maybe just when it makes you look incredibly cool. But hey, Suicune's the one who asked Eusine to ride him so it's perfectly all right!
That said... WHY THE SAD FACE, LONGCOAT PERSON? IT IS A CRIME TO LOOK UNHAPPY WHEN THE GLORIOUS SUICUNE IS AROUND!
