So today is apparently my day for pestering the LJ hivemind with random questions.  I'm filling out a grant application.  The website is like "o hai just fill out this PDF and save it to your desktop and then attach it to an email and send it."  And you open the PDF and it's like "o hai YOU CANNOT SAVE ANYTHING TO THIS PDF what did I just tell you

Do you have Photoshop, Illustrator, or InDesign? Normally, when I have to fill out a PDF and it won't let me edit it, I open up the PDF in one of those programs and fill it in. It takes forever, but sometimes it's the only way I can do it.

Can you try printing the PDF as a PDF? And see if that unlocks it?

If all else fails, can you print it out, fill it in, and then either scan it in or take a photo for emailing it?

I'm sorry this is too late to help you, but for future reference you need Adobe Acrobat Pro, which will allow you to fill in the PDF file and save it. I believe there's a trial version available.

If you have a Mac, Preview, the native PDF reader, will also allow you to save most PDF files.
