We've had some shitty substitute mail carriers lately, but I think we finally got one that can best "have a package that someone ran over and left with visibly ruined contents, nothing wrong here :D" for shittiest service

It is a legal thing in regards to signing; but if there's like, a reason for the difficulty in signing, it shouldn't be a problem. It sounds like the delivery person is a real stickler for rules; and that doesn't help anyone in the long run.
I would make a complaint; I don't know how it is out there; but mail carriers here who require a digital signature very rarely get anything that doesn't look like an odd squiggle because the machines are a bit shite. Also how can they tell; ye gods its not like they have every signature on file. It was unfair, and nasty tbh,
The post office can't complain at you because your Mom was signing for it--any legal adult's signature is fine. I sign for stuff for my husband, and for my parents, and I would even do it for my neighbors (if I actually knew any of them.)
There's an 800 number that you can call; I think it's listed on the usps website. If there's any sort of tracking number involved with your package, that will expedite the process. Ugh, I'm sorry you've got to deal with this brand of bullshit.
