Started with this base.
Screen x2
Duplicate the top screen layer and set it to soft light and desaturate.
Create a new layer and flood fill it with #0F003A and set to exclusion.
Then stamp it [Shift-Ctrl-Alt-E] and set it to soft light and desaturate then flatten
Duplicate and soft light then go [Ctrl-U] and set the saturation at -62 and flatten again.
