A bra just didn't seem practical, and Finch is always practical. He doesn't need one, so it would just be for looks and/or the feel of it, and like you said, they aren't comfortable, and he would want something that felt nice against his skin, like the silk and feathers. (I can't believe I'm psychologically dissecting this crack story, lol)
