reading emoticons, textspeak, punctuation

I was going over a few stories when I realized that I didn't know how to handle some of the texting language and conventions out loud.

Normally I would just read textspeak examples like "u no y its n gud" and so on as their translated English equivalents, but there are some other sections that currently have me baffled.

For example, he sends a text that consists solely of "!!!!!!!!!!!!!!!" which I was considering reading as "fifteen exclamation marks," but there are also a few "<33333333" messages. Would that be "HEARTSSSS"?

Relatedly, what do you do when it's not in a text, but part of the character's inner monologue or speech. Like, they are expressing shock wordlessly, so the dialogue is actually "!!!!" or "...".

Any suggestions on how to handle these situations would be deeply appreciated.
