Using PS7, Translatable

Sharpen or blur your base, your choice.


Duplicate layer, set screen. Opacity depends on how dark/bright your base is. I used 100%.


Layer >> New Adjustment Layer >> Colour Balance
Uncheck the "Preserve Luminosity" box.

Shadows
Cyan: +100
Magneta: 0
Yellow: -100

Midtones
Cyan: 0
Magneta: -27
Yellow: +100

Highlights
Cyan: -100
Magneta: 0
Yellow: +48


Layer >> New Fill Layer >> Solid Colour = #EBEFB3 - set to multiply 70%


Layer >> New Adjustment Layer >> Curves



Blue:
Point One:
Input - 73, Output - 58

Point Two:
Input - 129, Output - 158
