It's normal to feel sad, irritable, anxious, irrational. That's human. Men feel those things, too. Women without PMDD. Kids and adults. Everyone. But if you're feeling these things so intensely that your usual way of living is disrupted, it comes out of nowhere, and it always happens pre-menstrually, then it's PMDD.
Think of the times during the month when you definitely do not have PMDD. That's normal for you. (If your mental health is significantly troubling you during the non-PMDD days, then it may be worth getting checked out for another condition.) As for everyone else, your guess is as good as mine.
