It's quite simple. It's a matter of demonstrating the pain they can inflict. I would do it for causing fear, perhaps, in order to get control, but no other reason. They do it to revel in the reaction of other people. They enjoy being reviled and in shocking people. For its own sake.

Having blood on your hands is not enough. They want to shove it in other people's faces and watch them suffer too.

But, it sounds as if you are thinking of the act, rather than the person. You have associated what happened with him, and you cannot do that. Associate instead the act with the motives behind it or, in that case, with the motives of the person he was during the flood.
