Oh, what a curious ordeal! I will have to look into this myself. My boss has been a librarian for 20 years (a school one at that, no doubt she's seen a few pokemon books). I will see if she or any of her friends / colleagues have ever seen this book.
If the book has a Japanese version that never got translated, maybe a Gengar collector made a convincing fan translation and posted pictures online, and these somehow got confused with the real book on some sites, because it shares the same number? And the misinformation just kept being passed around, maybe by scammers stealing pictures to sell things they don’t really have? Or I could see a lazy online store owner getting a bulk order of said issue number and snatching photos off google images without actually checking The merchandise. Something like that would be my best guess.
Huh, I was just thinking about the Pokemon Tales books the other day! I'd like to get the Lickitung book eventually, but there's little info for it online.. I've only ever seen low res images of the cover- it's one that never got translated to English. There's a listing on Amazon, but it's like $80... yikes.
Back on the topic of Gengar, it seems like maybe they had planned to release it, but decided not to, due to the dark nature of the story, as already mentioned. The image on Bulbapedia could easily be a photoshopped cover, all they would have to do is find the title font. Since the background is just white it would be easy enough to do. Kind of funny that it's Gengar's book that's mysterious... what a sneaky guy, haha. I remember kidgengar's post about the JP version a while back- love the artwork! I wish there was an ongoing series like this now.

As for people selling or claiming to have the translated version, that's more of a mystery.
