What is this Krabby? EDIT: It's a stamper!

Today, I got this Krabby figure with a lot of Kids, but I don't know what it is. On the back of it, there's an arrow, so I was thinking maybe it's from a shooter toy?

Yes, It's a stamper, or at least the figure. Is it missing the stamp part? Hahaha 😭 The arrow is meant to point at the direction to face the stamp when stamping it :3 So u know how to do it face up without stamping it upside down!
