Mysterious Plush? Zoinks!

I found a listing on Buyee/Yahoo! Japan that has this mysterious big blue plush that looks like Gabite but have never seen it before
┐( ' ～ ' )┌ It also looks like it has dots for eyes like Ditto?? What do you guys think?
