Actually I think it is an iron-on patch! :D They're so cute I had to pick up some extras I figured the comm would like!

OH DANG. I'm so sorry I thought you just asked if they were patches I didn't notice you asked whether or not there was a Vulpix. D:
I actually don't know but check out the Mega Tokyo Pokemon Center or try and see if someone can find out. I don't recall unfortunately. :((
