Attatch bells to the windows and place something in front of the doors on the floor before you go to bed. If someone does get in through the door they will trip and create noise to wake you up. If you happen to have a sliding door place a rod/stick long enough to block the door from being opened... and don't forget the nice big wrench under your pillow :)

That's scary! Isn't there anyone else you could tell? You say the police is out, but isn't there like a woman's protection group or sth? I hope nothing bad happens. That really is very bad. Maybe you could talk to someone in you uni? Counselor or sth and tell them about it?

Snapdragon and Renegade have good ideas, put something (preferably something sharp and pointy) at all potential entrances, if anything they'll make enough noise to wake the whole complex, and do try to talk to someone from your Uni, maybe they could help you with some on-campus dorms or an apartment in a better neighborhood.

As for the bastard downstairs, just try to stay away from him and if things get worse, try to leave an anonymous tip about him somewhere; but don't get yourself in trouble, as much as you want to help that poor woman (and believe me, I KNOW the feeling) you're only 18 years old and no match for a drunk asshole.

And on that note, try to see if your Uni gives any self defense classes; nothing fancy, just something that'll help you out of a tight spot if you ever get in one...which I hope to God you don't. Ever.

Oh dear... bells are a good idea, the rod as well. Maybe you can put holders into the wall, so that it really can't be pushed back without GREAT effort. And maybe something like pepperspray? (but I like the wrench idea... you're becoming a mini-Ratchet anyway! ;) )
It saddens me to hear about the situation beneath you. I'm afraid there is really nothing you can do. Besides trying to be really nice to the wife when you see her. Just... be nice to her. I don't know, maybe you can talk about groceries. Often that's a little step in the right direction.
Edit: Do this only if there is an opportunity or something - don't endanger yourself! Don't do anything if that bastard is anywhere near!
I don't think it's all in your head. Big new town, bad rumours about thieves, no reliable police, alone, foreign apartment, and then a husband beating his wife... to tell the truth I would be terrified as well.
