Not sure about "intentionally putting people at risk" .. I'm given to understand that material relating to operational troop deployments and suchlike was excluded by wikileaks. Besides, "intentionally putting people at risk" is a pretty good description of how most global politics is played, by both the US and the more violent countries. It's also worth looking at the history of wikileaks, e.g. with regard to the Trafigura incident.
