It just means, that you have to be registered as a member before that date to be able to apply for tickets. It was the same two years ago, you had to be a member till a certain date ... and I totally missed all that, because I was on holiday for 10 days and when I realized it, everything was too late ... but you know the story, and in the end everything went fine nevertheless :)
