Depends. During early WWII, it was still figuring itself out, but by late WWII saw it a) become much more sophisticated and b) fairly widespread.

I have it set to only notify me about PMs and comments on posts I'm tracking, so I can't help you there.

It's kind of the only way I can give the second main character the same powers as the first (or at least give him the possibility of still being relatively young when this universe's Cap is defrosted). Rather like Isaiah and Eli Bradley.
