I would've interpreted the sign to mean carp specifically. I have seen people fishing for catfish in that pond which is definitely not carp. I also suspect that some people aren't fishing just for sport but to supplement their diet meaning they can't afford much food.

I wouldn't know a carp from a catfish.

But by the same logic, how did the cop know the people weren't catching carp if he was too lazy to get off his fat ass and walk over there to see?

Like adelheid_p, I believe that sign is specifically about carp. There is no general "no fishing" rule.

It's not a "no fishing rule." You're not supposed to fish for or keep *carp* in particular at that pond because it's a public safety issue (carp are chancy eatin' -- lots of accumulated germs and toxins), not because fishing itself is prohibited. Sorry, but that's not the place to go if you don't want to watch people killing fish.

Actually, the hard-to-read fine print specifies that the "Carp are stocked to control Aquatic Weeds" (capitalization is theirs).
