It is indeed the dock adaptor. (The stand is about the size of a stamp, and was the part that perplexed me).

Basically if you buy an iPod speaker or anything that has an iPod dock, you can stick this in to make it fit better. You can also buy spares, and some official items (like the Apple Universal Dock) come with another one.

It's not absolutely essential, you can usually stick a touch into someone's dock without one.
