Translation out of Asian languages into English - by English mother tongue translators - does seem to be a real bottleneck and goes some way to explaining the predominance of 'Japlish' and 'Chinglish' in some areas. I wonder if it'll change ... there are plenty of people translating into EN from European languages but not so many Asian (there is possibly also a problem with small-population languages that are not perceived as economically important, such as Greek, but there are 67 million Thais and only 11 million Greeks.

I have several novels and collections of short stories all translated into English by Thais, who clearly use English very proficiently as a second language yet when it comes to the required precision of the written word, things fall down, and sometimes badly. All have been published by small/private presses. Fortunately there's not much of a problem finding common Tinglish mistakes in books (although you see it everywhere else), just inaccurately rendered and commonly mis-spelled English.
