It started out that way. In the sense that it was essentially authoritarian government. Sowell's article traces back the definition of the term. Life under Mussolini was fantastic if you wore a black armband, but as both of my grandfathers found out, not so much if you didn't toe the line.

No, fascism was never a leftist ideology. It's extreme right, and that's what it's always been. You may be thinking of Mussolini's communist phase that he went through before embracing fascism.
