Whenever there is a major construction project, there is unprecedented opportunity for graft, fraud and corruption. We sure had it here.

Damn, what a mess.
That's not to say these projects can't be great. We got a tunnel through downtown in '89 that works just great (Google "downtown seattle transit tunnel"). However, it works great because it's limited to transit. Amateurs don't get to play there with their cars.
