Very nice! Yes, that had to be a horribly difficult decision for Aragorn to make--and yet I think, he did follow his heart.
And, too, he knew how dearly Frodo loved his cousins. So, in a way, getting them back was as much for Frodo's sake as theirs. Imagine if the Quest had ended successfully, only for Frodo to discover they had perished!
It's always good that fanfic stresses the relationship between Frodo and his cousins because as we all know, PJ did horribly in that department. :p Aragorn did indeed follow his heart and made the right decision. In book-verse, it seemed that he delayed a bit since the whole Boromir procession and singing for Boromir took some pages... Thanks for liking the quoting bit. :)
