Because other wise they're porn? Just kidding!! Real answer: Because there are many idiots out there who don't realize how hard it is to take a good, artistic photo. They look at a photo and say "I could do that!" Which they couldn't but they don't know enough to know that. My mom took photography in college and I took it in high school so I know.
That's funny, I have the "I could do that!" reaction to a lot of paintings that sell for thousands of dollars. A good photo, though, will blow me away, both for the sheer look of it and because I know (now) what goes into one.
I suspect it's because photos are used so much in newspapers and advertising and such that it's too commonly seen to be considered art. So for a photo to be considered art, it must distance itself from ads, journalism and magazine photos, leaving little but the categories I listed above.
They are. Though it seems to not be as bad in the US as here -- the open artists workshop I saw in Lincoln, Nebraska (across from the Empyrian Brewery and Fireworks restaurant - yum!) had several photographers with their own atelier, mainly doing the "broad Mid-western landscape" style, very nicely done. I'm not seeing anything like that in .dk.
