I read this fic awhile back. It was an AU where people can have powers relating to weather (I think it was just weather). Jack was a particularly powerful wind-type who was eagerly awaiting a command. The only thing is, most people who have those sorts of powers also have a sort of guardian who protects them and the captain of a ship must have one
