Hahaha, I broke my internet downloading Merlin episodes. I guess there was a bandwidth cap. In my defense, we don't really... have those in the states

Yes, in that relevant portions are on youtube and I can go grab free wifi at a cofeeshop for that. No, in that there was a torrent wasn't working even before my internet busted.

I think you can do animations in the Gimp, if you can't find any other software? You basically make each frame a new layer on the image.
There is apparently another dancing animation internet meme based on some Russ K ad? I would find you links but my flash player has apparently died. I first heard of it when the author of Vampirates did one.

It always amuses me when I read a /. thread about how *gasp* an ISP is looking at introducing bandwidth caps, and everybody is outraged. It's just... they haven't really had plans without caps in Australia since about 2000, and certainly not for broadband.

Well, the annoying bit is that I could make them in Photoshop elements, but apparently not Photoshop CS--unless there is just a different way to do it there. :/
In my defense, we don't really... have those in the states? We do now. :\ Stupid Comcast et al. What's actually ridiculous to me is that there's no way to check it. You just have to sort of guesstimate how much you've used and hope you don't go over.
I've read a news article that AT&T is experimenting with a bandwith caps too, but the article said that for now it was only a pilot project in Nevada? somewhere I think, an they had a tool that allowed people to check.

Merlin's a good reason, though.
