Per the Transformer Wiki"The G1 executive script consultant, Flint Dille, has claimed in personal interviews that Chris Latta had to frequently be bailed out of jail by members of the production staff. Ha ha! I was thinking that myself. I noticed on Flint Dille's section on the Wiki it says his favorite character actually was Starscream. So if his claim is true, maybe he just couldn't bare to get rid of him permanently. ;) Who knows.

THere are some comments in the Transwiki that I take with a grain of salt.. they cross their fact circuits with their funny matrix if you know what I mean.

Yeah, good point. Though their snide remarks is one of the main reasons I enjoy reading that wiki.
