hi sweetie! Answering prior to getting packed and heading up there. :D

d'you remember Trulyvictorian.com? TV101, the basic bustle, took me about six hours, minus the ruffling, to put together, and that was with sizing up. I've got tons of hoop-steel to put into it, or you can order precut-and-tipped boning on the site. TV401 (I think) is the underskirt, and then you can pick any number of overskirts if you want to go crazy beyond that. :D

I second the Truly Victorian suggestion ;D To be more precise, if it helps, my wedding dress skirt came from the Early Bustle stuff.

I think Steampunk tends to play with more late Victorian, but since steampunk isn't my thing (yes, take my temperature if you'd like...I don't dislike it, in fact, I'm just quite indifferent), so I couldn't tell you for sure.
