To expand a bit on the situation with the Christchurch Quake: New Zealand has its fair share of quakes but the Christchurch quake was devastating because it was the last place we expected it. Wellington, the capital, has been preparing for "The Big One" for years but Christchurch didn't have that kind of preparation, because in the past it hasn't been a problem. And as much as NZ really is in a place that is prone to quakes, we're generally a LOT apathetic when it comes to disaster recovery planning. Which is, seriously, shame on us. After Christchurch and now Japan, here's hoping we start taking the "Be Prepared" motto on board.

So yes, I agree with your sister's boyfriend - Japan definitely come through. As a country, they've got a much better grasp on disaster recovery than most. It will take some time but they'll get there - hopefully, with the full support of the rest of the world.

To continue the conversation, I think that part of the reason Japan has handled, at least the earthquake part of this so well is because of the Kobe earthquake which happened back in 1995 or 1996. 40,000 people DIED as a result of inadequate earthquake precautions, be it in building codes, a slow response effort, and a lack of earthquake response training ( ... )
