Step 1

I started with this as my base: Dany and one of her dragons.
First, I used colour balance and it all turned out very blue. (I wanted to go for a green icon at first ;D)
Shadows: +8; +9; -13
Midtones: -61; -51; +13
Highlights: -71; - ; -
Step 2
→
I drew over the light bit between Dany's shoulder and the dragon with a black brush and set it to ~multiply to darken it.
Next I merged all my layers into a new one, made it black & white (with gradient map) and set it to ~softlight; fill: 71%.
Step 3

It's all very, very dark now, so I tried to brighten it and make the colours more vibrant with another colour balance layer.
Shadows: -; -; -
Midtones: +33; -41; +43
Highlights: -65; +55; -40
I also added a selective colour layer to change the blues a bit:
Reds: -23; -10; -20; +7
Magenta: -90; -15; +90; +100
Greys: +5; -8; -12; +7
After that I also added
this texture. It didn't only add some sparkling to it, but also made the blacks seem less deep. (Mode ~ linear dodge; Fill: 38%)
Step 4

Now, let's purple it up! I added a gradient map again. It looked something like this:
Set the layer to ~colour.
Step 5

Next, I used the channel mixer. I only changed the reds a bit:
Reds: +116; +3; -12; +5
Step 6

To make all the light purple tones dark and a bit more blue I used the channel mixer again.
This time I changed more than only the reds:
Reds: +95; -15; -1; -10
Greens: +5; +95; -5; +5
Blues: -10; +5; +85; +5
To darken some light spots even more I created a new colour fill layer of the colour: #988383, set it to ~ multiply with a fill of about 15%.
Step 7

Some steps are repeated now with slightly changed colours/settings.
I added another gradient fill layer and also used channel mixer again.
Gradient fill:
Mode ~ colour; Fill: 50%
Channell Mixer:
Reds: +110; -16; 0; +5
Greens: -5; +100; +5; 0
Blues: 0; +10; +85; 0
Step 8

If you'd like you could darken the purples a bit using selective colour, but you don't have to. I did, but not much. After that I added
this texture (sorry, don't know who made this one either) and set it to ~ screen and lowered the fill to about 50%.
At the end I copied all layers and merged the copies into a new layer and sharpened it. I erased all parts that looked to sharp and lowered the fill of the layer a bit.
