очень бы хотелось понять, каким образом правительственная интервенция может работать
could those be newly issues shares? sorry if i sound like a lamer :) not exactly my field, just thinking out loud. if a company issues new shares and the government buys them directly from the company, perhaps that would generate some cash flows for that company. of course, the value of the stocks would go down, but at least the company would get some short term emergency buck coming in. hm?

Of course. Then the government gets a stake in the company, which in itself is wrong IMHO but it was not their goal.
The value of the company can not be artificially inflated and the article is not talking about bridge financing, it's talking about "putting floor under market," i.e. preventing it from sliding at a certain level...
