Because the site is registered in China, you may not get much relief; however, you can report the abuse to google adsense and they may be able to get his attention. Goggle link here.

Besides the lack of credit, which is really offensive, the format of the story makes it hard to read. As you said, linking to fanfiction.net is a good option. Downright stealing it should not be one, even if the thief is out of U.S. jurisdiction. It's not like we can send Batman after him. : )
