That was actually the first thing that occurred to me when I read the quote. It was at the end of a video (... warning, kissing boys ^^; ) I was watching. So, I had to stop and figure out just what exactly it was supposed to mean.
After some contemplation this is what I came up with: what gives something its weight, whether it be "best" or "most beautiful" is most often a rather subjective scale. It is something that is rarely rational or logical. That would, it seems, relegate it to the domain of the "heart".
The point then being, that it is not the event itself - not the way we experience it through our senses - but the way that the heart perceives and interprets said event that assigns what gravitas it is given.
But of course, as you're a behaviorist, you'll have to find another answer that is more applicable ;)
