This could be me talking out of my ass, but I swear there's a way to change how tags show up. In one of the customization categories, there should be a way to change the tags from "cloud" to "list", and then I think there's an option to make it not cut off the number of tags? I was just fucking around with this in another comm, but it doesn't have enough tags for me to test.

Hmmm, never mind, I just realized that it's a totally different problem than I thought.

I went and tried to fiddle with it anyway. The sidebar options is what controls it being "list" or "cloud", and there's also an option for a cut-off point -- the default is 150, and our tag page had more than that even with that setting. I changed it to 5000 and nada, it still only shows tags with 10 or more entries.
