[Five's leaning against the podium, blowing on a cup of tea as he waits for it to cool, and for the attendees to arrive. there's a service set up on one of the workbenches with coffee, tea, and water for anyone who might want it]
[Phoebe's making herself some tea, lost in thought. She knows she gave everyone as much warning as she could have with her last premonition. But she can't help but wonder if she couldn't have done more, somehow.]
[once everyone's assembled, Five clears his throat, raps a hammer from the workbench on his podium, and calls out]
Ah, good afternoon! Thank you all for coming ... I'm sorry that Yuan couldn't be here - he seems to be on some sort of loss or other. However, for those of you who don't know me, I'm the Doctor - or Lakare, if you'd rather - and I'll be attempting to herd the discussion in a somewhat orderly direction. If you don't mind, I'd like to start with a bit of a headcount - if you could stand and introduce yourselves to us all, and give us a brief statement as to what you presently do for us? Or, rather, if you're a new face, what you'd like to be able to do?
As for myself, in the way of duties, I suppose I do a bit of everything, but chiefly I concern myself with the explorations and with a bit of security.
[Eleven stands up, waggling his fingers at everyone assembled.]
Hullo. I'm the Doctor. And, no, that's not an echo. [He grins] I've also been known to go by Zivilyn if that makes things a bit easier.
Primarily I head the Code Blair project. For any of you who don't know, it's a project to help keep track of the children in the castle and keep them safe in the event of an emergency. I'm currently working on reconfiguring the system a bit. I'm afraid I was a little indisposed in the weeks before the expedition so I didn't get a chance to do so beforehand. In addition I help out wherever necessary.
I'm Phoebe Halliwell. I don't really have any set duties or assignment or anything, yet. So far, though, I guess you could say I'm the warning system. When I can, at least. I have premonitions. They're not always clear, or extremely useful, but I provide any information I can... anything that could help.

Hello. My name is Hermione Granger. I don't know if I've ever been in this organization before, but I would like to start now. I'm a witch so I could use my magic to protect residents or fight against any threats.
I was also on the most recent expedition, so I've learned how to be a part of a team even without my magic. I hope I can be of help to you all.

I know there'd been some sort of effort to begin sub-divisions of the Patrol, but as far as I've heard, there's only really been one division formed for Supernatural matters. I think it might be a solid idea to implement a group chiefly in charge of designing scenarios in case of emergency ... evacuations, relocation, defense, and so on and so forth. I know that Agent Carolina has shown some initiative in this pursuit ... but this is an open forum, and I'd welcome any ideas you all may have.
"I think we should try having some drills, not just plans - like fire drills in schools. If it really is an emergency, there's great benefit in experience - knowing the procedure is different from actually following it."

We already have one volunteer for the third floor captain: Superman. We could enlist the help of civillians as floor captains to headcount every week and see who is and isn't still here. York and I can serve as backup if a floor captain doesn't report in.
Current evacuation points could be the TARDII on the top and bottom floors, with backups at Caritas and the Danger Room.
[Oh, you're the one he was talking to on the journals about this, then]
That'd be just counting the name plates? 'cause some people live outside the castle, or like ... get turned into stuff on losses. So if somebody's MIA, but their plate's still there -- we wouldn't really know it.

There had been talk of a trial system for those we're still holding here ... I'm personally fully in favor of continuing the plan, but has anyone any other ideas? I'll state for the record that any form of death penalty will not be permitted, impermanence of death here in Paradisa notwithstanding.
We need to do something. No wonder they're all getting antsy. They've been stuck down there without knowing what their fate is for months. Yes, they need to be punished, but keeping them down there indefinitely won't do anyone any good.
Yeah, I ... I been thinkin' the same thing. [Ray makes a guilty little face - he's mostly thinking of Billy, who really doesn't seem like he could hurt a fly unless brooding suddenly became a lethal weapon]
Problem is, what can we do? Room arrest or ... what? I mean ... is the time sentence enough? And how d'we decide if it is?

I've managed to piece together the basic meat of what's happened here over the last week - both abroad and within the Live Zone - but if we could shore up an official record to refer to, among all of us, that would be extremely beneficial. If any of you feel up to recounting what your experiences were, and more importantly, your opinions as to what happened ... I'd appreciate it very much.

Everyone deserves a second chance. But we should make sure the victims and their families feel like the punishment is fair, too.
