I'm not taking it out on the population. I'm simply venting my frustrations on the total lack of action here in a way that will hopefully draw my mind off the topic.

It's exactly what it seems like. Lipstick that promotes hallucinations to whoever the wearer kisses. It's an easy way to take out the guards and steal their keys.

That's always the side effect of groups that wish to fix problems that are present in the world. The more you fix things, the more likely that new problems will arise because of it. There's nothing you can do about it.
