Instead, he's sitting on a stool with a small array of ingredients spread out before him, and a tall drinking glass in one hand.]

That would indeed be an excessive amount of flower. A "cup" as noted in your recipe there refers to a specific unit of measurement. One of these, in fact...

[He pulls a one cup measuring cup off of a small rack of them nearby.]

I believe this is more the size you're looking for.

Oh, I had to learn how to cook when I was fairly young. My parents were often too busy to cook for me, so our maid taught me. It came in handy when I left home for college.

[He points to the handle, where "1 Cup" is clearly marked.]

See here? This tells you the amount of measure. In cooking, you'll often be dealing with cups of this, or tablespoons of that, and to that end, they have special tools for measuring out what you'll need. Some recipes are somewhat more detailed in their measurements, but those are generally more complicated recipes.

[He opens a drawer, and pulls out a set of measuring spoons on a ring, and holds up a tablespoon measure and a teaspoon measure.]

These are obviously smaller measuring instruments, but no less important. Any time you need a small amount of an ingredient, it'll usually be in this size.
