I agree whole-heartedly - but at the same time, don't neglect the gimpy, sort of ghetto tools that might be cheap... but effective >D For example (and I know I kind of suck at faceups, BUT), eyeshadow applicators... they work better for applying color around the eyes and on lips and for drawing out the underlying shape of eyebrows than any paintbrush I've ever used. And I have some damn expensive paintbrushes XD

But you're right, the more costly paintbrushes and paints are well worth it. Especially the paints x____x; And watercolor pencils! I recently discovered a bag of watercolor pencils I'd had stashed away, and they're of a higher quality than the ones I usually use... and dayum, are they better to work with.

oh heck yeah! i love eyeshadow applicators -- regular makeup applicators, too. they rock! in fact, thank you for the reminder, i'm low on eyeshadow applicators, and the fancy-schmancy ones i picked up that are more like a cross between eyeshadow applicators and q-tips just don't cut it.
