Yes, all of the past Glens' consciousnesses, including Oswald's, live inside of Leo. The past Glens are influencing Leo, since there was a scene where the silhouettes of the past Glens are all gathered around Leo, and a scene in which Leo says he can hear the voices of his predecessors. However, the past Glens aren't manipulating Leo the way that Jack is controlling Oz. I also think that Vincent and Elliot's death are affecting Leo's actions, since Vincent is a manipulator, and Leo kind of broke when Elliot died.

ahh thank you so much!! One more thing were they always inside of him or did they just idk sort of appear there once he realised he was the new glen?

Actually, these past Glens were always with Leo, but he was able to ignore them because the sealing stones were trapping Glen's consciousness. As of the "Decision" chapter (Retrace 78), these stones have all been broken, allowing all of Glen's memories to come back.

Ever since Leo got stabbed by Jack, Oswald has been taking over, as is hinted by these two pages when he orders Gilbert to shoot Oz in Retrace 74. After regaining Glen's memories in Retrace 78, Leo got too traumatized to fight against Glen's influence, and Oswald took over completely, as the latter explains to Oz.

So indeed, Oswald is currently controlling Leo in the same way Jack used to control Oz.

The past Glens have always been inside Leo. There was a scene in the manga where Leo was explaining how he had always been able to see strange golden flecks and hear voices (the voices of the past Glens).

Leo's situation is a bit complicate as he isn't just the next Glen but he's the previous Glen's reincarnation ( ... )

Currently the one we see as Leo in the recent chapters is Oswald speaking as he is in control right now and all of the consciousnesses of the past Glens have always been in Leo.

^ This. Oswald took over for Leo because Leo completely lost it and he basically has no will to live anymore. So, contrary to what the first poster said, Leo is not currently in control of his own body and Oswald is controlling him completely.
