To Org. XIII and City Hall

If at all possible, I would like to arrange a meeting with representatives of both the group in City Hall and the Organization, at a mutually agreed upon location and time. In the interest of peace, I will come unarmed and alone, though I make no such request of either the Organization or City Hall

Look, the people from City Hall aren't interested in anything other than making the rest of us miserable and the Organization doesn't even see us as people in the first place. I think you're going about this the wrong way.

I have few options at the moment, and this seemed the most expedient. Until I've seen their response, I can't honestly say one way or another how it will go.

I don't know whether they will or not, but I would prefer to make the effort now rather than later.

Whether wasted or not, the point is that the effort is made. What happens beyond that is beyond my control; the decision is in their hands, now.

Yes. It surprises me how often people immediately resort to violence when another solution might become evident if they simply stopped to talk things out.

But I've dealt with them before. They're don't really seem willing to talk things out.

I will leave that decision up to you. I would prefer simultaneous, but I doubt two groups of such disparate interests could be made to see eye to eye.
