If Ando had used his powers to charge Hiro's, it would likely have killed Hiro. The failure isn't with the power itself, its probably because Hiro's body isn't supposed to have that power any longer (Thanks to Arthur), and the strain of use is too great.

you're right, I just rewatched the episode and I kinda glazed over some facts while watching it last night cause of all the craziness, lol.
