Our community was like that, too - and we just knocked on every door, clutching our turnip lanterns which had real, burning, candles in them, until we either

A got too cold.
B ran out of matches to relight the dratted candles - it was almost always windy at Hop-tu-Naa/Halloween.
C. Had enough sweets and small change to buy more sweets and it was almost 9pm when the local shop 9purveyor of marshmallows etc.) closed.
