It certainly looks like it to me. Or at teh very least have some sort of contract with them.

But ONTD has always been an LJ community. I don't get this at all.

Looking at this link, it looks like LJ realized ONTD is like 87% of its traffic and decided to upgrade it to a special site within LJ, with its mods being part of the LJ team. Or something.
