Fact: Cielo is weak to mental ailments. In my gameplay, he most frequently falls victim to Charm. Although he once dropped 12000 dollars when he was confused, so I'm a bit bitter over that too! ALSO, I would just like to say that before I read this I was considering asking you if you wanted the dubious honor of having Cielo be Junpei's very first mistletoe because Cielo's "eh who cares, ja?" would be a very wonderful contrast to Junpei's complete and total freak out. BUT NOW I'M SCARED.
EDIT FOR YOUR EDIT: I'm 95% sure that Empress' Libido was namechanged to Death Lust in US Nocturne. It's a skill one of the Fiends (Mother Harlot, fittingly enough) has.

For the record, there's one boss (comprised of three enemies) in P3 that's ridiculously susceptible to Charm, making it very, very easy. And now very kinky. I'm not sure I've ever deliberately used it elsewhere, though it's nice to have as a side effect on weapons. When enemies use it, on the other hand...
