The only thing I can think of is to create our own sort of law enforcement. We'd need a lot of people and a lot of resources, though. Plus, we'd need a general consensus on what to do with criminals. It wouldn't be easy to do.

That seems to be the only thing to do-- We can't keep counting on the Jennies for this. But as far as people, I've already found a few willing to help! But for something big like this... We'd definitely need a lot more.
